No, the fuel line, fuel rail etc is pressurised with fuel, as each injector opens and closes you obviously get variations in the fuel pressure, the damper helps smooth these variations out and also prevent noise in the fuel lines and so forth.

Its common when they go faulty to get noises inside the car as a result.
