I don't think it is just the emissions that are tough to meet. The Japanese MOT is extremely tough and that's why so many Japanese cars get exported at 3/4 years old - these are perfectly servicable cars but they can't pass the Japanese test so get sold into less demanding markets like the UK, Ireland and Australia who also drive on the left.
