On the FRST one pipe from the amal valve goes down to a t piece to the actuator/compressor housing and the other to the air box or in the OP's case the connection just below the filter.

It doesn't matter if the pipe isn't connected it will just vent to atmosphere instead of into the intake, I have mine like that on the EFi Escort.
