my FRST hesitating with 20psi 5-5.5K (like rev limit)but 6K over no......

14psi no problem.

what makes him do it?

new plug(qc59c 0.6mm)
new leads
good coil
good AFR(lambda 0.85-0.88 )
good EGT(800c)
