MFI XR3i's have a shut off valve, which bypasses the air flow from the flap, and cuts back in at around 1500rpm. It only cuts the fuel if the engine speed is above 1500RPM, and if the throttle is fully closed (hence the little wire MFI XR3i's have on the throttle housing)
MFI RST's, have the fuel shut off on over run by the EMPA, as is the full boost enrichment (only KE can give additional fueling increases in this manner where as K Jetronic cannot)
Anything like a XR2i with EFI will always have fuel shut off on over-run, controlled by the ECU not opening the injectors.
Econo lights on an RS1600i and anything else with them are merely pretty flashy lights, read any Ford handbook, look at any wiring diagram with them on.

Amber warning light: Illuminates when the car is driven less economically
