Pretty much every car with electronic fuel control shuts the fuel off on over-run to save fuel, even XR3i's do that
Bollocks you fudd, one light is permanently on (red) iirc and when you lift off, the other light lights (green) up to let you know the fuel cut off is working!

taken from turbosport, ive never heard/read/saw anything to say an RS turbo or XR2i has it. . infact im 95% sure it was significant to the 16i, i'll confirm it when my pal comes online, he restored his old 16i and knows everything their is to know about them
