I dont think you can say its a race killing unless you know the persons feelings on race. If a black guy kills a chinese man its not a race killing unless the guy is confessed rascist. People band that term around any time one race kills someone from another. Some races even use it as a social defence.
Anyone can perceive it as a racial incident and that is how the Police have to treat it. It could be someone who witnesses the fight or anyone else for that matter. It doesn't matter what was in the mind of the offender.
