Default Mul-T-Lok removal

I'm going to fit a new centre console to my car because the gaiter is knackered and there's loads of holes in the side of it which have been filled with bungs, so it's a bit scruffy.

Now, the car is fitted with a Mul-T-Lok gear lever lock, and the bracket goes through a hole which has been made in the console. I've been under the car and the main bracket runs down and it's bolted through the car with 2 bolts going through a rectangular bracket, and the fittings holding the bolts are like an inner section attached to the bolt and then an outer ring that just spins round so you can't undo it. Has anyone taken one of these off before, and if so can you tell me how to do it? I can't get the console out without removing this bracket (or cutting the console, but then I still need to get it off) because of it's shape.

Obviously they're not supposed to be removed, but surely the owner of the car should be able to get it off somehow.
