i know it sounds silly but you do need a thermostat or some sort of flow restriction to keep the water in the rad long enuf to be cooled, if there is no thermostat and no restriction the flow is too fast to cool properly, it dont spend long enuf in the rad...told this by a top tuner,
Its actually more a case of the coolant can never heat up properly, because it is allowed to pass through the radiator before its even up to temperature. Chances are it will run like a bag of poo and lets not even venture into winter driving..........
