Tony - is there going to be a "common sense" solution (hard to believe I know where the government is concerned) whereby the insurance companies may offer an "off-road" policy for SORN vehicles for example to satisfy the "database"?
By nature of SORN, which is an official classification that the database will also be aware of, the vehicle is obliged to be offroad and unused, so it seems simple to implement..
