If you mean a fly off handbrake then the answer is no. You can have a hydraulic handbrake and retain the ratcheting mechanism.

Then if you want to use it as a fly off, push the button in, drill a hole through the handbrake and button and fix with a bolt.

that is soooooooooooo far over my head i have no idea what you mean

all i know is i have a hydraulic handbrake and i need an MOT next month
