Yes locking the flywheel is one way of doing it

I am offering advise that is 100% without fail or chances of failing!
Locking the flywheel (Via teeth) or crank (Via flywheel bolts) is the only way the bottom pulley bolt should be done up.
Not while the car is in gear, or any other way.
