Hello mate.

Clay the car carefully with a moderate strength bar, using a good lubricant. Then, polish the car, possibly with an abrasive polish depending on the severity of what's left behind. A good claying session should help pull out most of the problems, and an abrasive polish should sort the rest

Anything small problem areas remaining could be sorted with a tar remover or something similar as a last resort.
