Don't bother drilling a hole for the grommet, thas why it rusted to start with, the metal cap that was in there rusts and transfers it to the inner arch around the hole.
u should really m8ty they are there for waxoyling the sills, just zinc primer everyere b4 hand including the plug and use sealant
