the 24v was enver fitted to a sierra tho, so you just cant compare its times to the ones of the heavy automatic granada it was fitted to (which iirc was in the 7s 0-60)

also when doing the swap you have to mod the exhaust to make it fit, so 99% of the time people will put a S/S one on there...

also airbox dont fit too easy, so again cone is simplest route.

i do kinda see your point... but the fact remains that you seriously underestimate the 24v cosworth engine... i'm not saying it a great engine (still not even 100bhp per litre) but its beter than most think...
