The temperature of your boost hoses is not affecting your ACT's.. you will get a "heat soak" affect when you're in traffic, but as soon as you move away that'll instantly drop.. If you are concerned about your ACT's, then perhaps you should block off the side pods of your bumper either side of the intercooler so the air that hits the front of the car goes through the intercooler instead of around it!
I would dissagree and say it could from my experience.
Did some testing last week as I thought I was seeing higher ACT's due to alloy inlet pipe connecting Turbo to Air Filter was getting very hot. Tried a couple of runs with and without the pipe and the temp difference was around 10 degrees.
That was just running an alloy pipe to the Turbo. The rest of my pipes are silicon.
