If he is upto lots of other illegal activities why are you not grassing him up for them, rather than trying to snitch him up for changing his engine.

Sounds to me to me like a petty way to get back at sombody. Don't hide behind a phone call to the DVLA like an interfering old lady. Tell him to his face you have a problem with him!
