If you are 100% the fuse for the management hasn't gone and there is definately power to it (should have a relay controlling it) then i suppose all is left to try is the ECU. I don't think theres any home made things that will test the ECU although that said a diagnostics tester should flag up a faulty ECU.
I have a spare 1AFA ECU, (asuming yours is not turbo)
