with your HP readings. is it at the fly wheel or the rear wheels??

im running 2wd sapphire with ahmed 400bhp chip. t34 turbo standard cooler and 23psi. what power should i expect at the wheels??? and with the ahmed chip how much boost do you think i can run 28? 30psi?? when i get a larger intercooler of course?
