I use tracking systems on our trucks at work. By law we are supposed to get the drivers to sign an agreement saying they agree to being monitored. I am not bothered about the speed they go etc but it is needed for operations to find the bloody trucks when the drivers piss off and find a girl instead of making the drop.

I would say yes they should be informing you and you probably need to sign an agreement of some kind.
