Im curious then as to what he can do that will improve 7 layers of water based paint and 3 of Lacqer.

Sure, sticking 5 layers of polish on top will help hide the imperfections. But short of a full respray theres not much you can do is there. If I understand he checks how thick the paint is then cuts off a layer (x microns thick) in the accepted sense.
