I'm pretty sure that in continental system unrestricted would mean that it's unrestricted where there is no other sign. That way cities have 50 speed limit, if signs don't state otherwise.

I personally would only view it as a problem if the policy wording said
"unrestricted sections of toll roads"
To me an "unrestricted toll road" doesnt have restrictions, as opposed to having some on some parts of it, i fail to see how they can really argue otherwise.
