E-Bay have a 'grievance procedure' for this sort of thing....... You should mail e-bay and report him and give them the details. I think it works on a 'set time' basis. If you don't get the deal completed, you might be able to claim a refund via e-bay or if you paid by credit card,you can get a refund from them,for 'non receipt of goods'........ This may help you.
