I've suggested this idea,elsewhere........
Why not make all speed limits 'advisory' , EXCEPT those around schools (at certain times of day) and near hospitals and in very busy city centres.

What do you think ??
Would stop all this getting done ,just for a 'technical' speeding offence !!
