I got banned for racing on a DUAL CARRIAGEWAY. That was 5 years ago and I served a 12 month ban for it. Even then I was exceeding the 70mph speed limit by around the same amount as this twat was exceeding the 40mph limit by.

There is a VERY VERY distinct difference between a Dual carriageway and a 30/40mph limited area. 30/40mph restrictions are in towns and villages, where children could be playing etc.

I am not suggesting that it is right to speed on a Dual carriageway, but at least the majority of people are travelling at high speeds. In a residential area, people just aren't prepared for a car to appear travelling at over 70mph.
