what do you mean when you say 'screach' do you mean a screach sound ? I get a kinda screach noise when I change gear just before the dump valve......it only does it when its above 15psi though, is that what you mean

i would say the problem is the turbo is normally so finely balanced, normally at least 100000 Rpm, when you dismantle it and put it back together the balancing is obviously going to be a bit off.. hence it will make a noise (esp at high boost)
What you are experiencing 'could' be surge IIRC this will make the same sort of noise as the compressor whell is heavily oversped
