EU directive 83345 (section 5):

As of August 1st 2006 all 2 litre turbocharged engines are to be sleeved down to 1600cc.

This ruling applies to petrol engined cars only, in an effort to unify the performance difference between modern diesel engined vehicles and the pollutive petrol engines of the 80'/early 90's.
