I can see my neighbors point of not wanting to get ionvolved, plus he didn't know it was my car but the smashing the steering lock would have given me an idea that it wasn't their car!
Thats still no excuse for your neighbour not to call the police or even you!
He condones criminal damage does he! People smashing cars up, regardless of who's it is, or if he knows them or not should be reported or dealt with immediately!
