the multimeter wasnt giving accurate readings but was showing a constant change in voltage. but then again i dont know many light bulbs that give an accurate reading of voltage either!
The reason that it only showed 1.5 volts is due to the metre not reading quick enough, It can only be read with a really good metre or a scope, Ive got 3 at work but they are too big to be lugging about to take readings from a car
