as the fuel is mechanicly conected to the injectors, ie the flap is just a mechanical vave that basicly connects the fuel pump to the injectors straight through, i would suggest the pump under fueling. or a blocked fuel filter, as you say there is fuel everywhere, is it pressured fuel or a big dribble?
