the turbine seal is essentially like a piston ring with a small but finite gap in it - there is oil pressure one side of it in the shaft bearing, and exhaust backpressure the other side, which helps to keep the oil from going through the small ring gap. If there is no backpressure there is nothing to stop the oil going through the gap and out the back into the exhaust housing
