If a car is over 3 years old and is to be driven to a VIC Site, it must have a current MOT.

Yes. The person driving the car to the VIC site must be insured to do so.

No, but it is an offence to use or keep a car on the road if it not licensed.

Must the car presented have number plates?

No. However the registration mark must be known and declared when the VIC application is submitted. Also, without number plates the car cannot be driven to the VIC.
