Default zetec fiesta help

A mate of mine has recentally bought a mk2 xr2 fiesta zetec running weber 45s, the previous owner said he took it in p/x and was telling us how fast it was and at a recent tune up the power was estimated at 180bhp. Aparently it has the following,
1800 16V ZETEC ENGINE ( RECENT TOP END REBUILD)
DUNNELL ENG. HEAD AND CAMS
TWIN 45 WEBER DCOE'S (JUST SERVICED)
DUNNELL ENG. MANIFOLDS
MBE IGNITION ( TWIN MODULES AND COIL PACK)
S/STEEL 21/4" SINGLE BOX SYSTEM

After going out for a quick blast today we are fairly sure that its not 180bhp. We took the rocker cover off to have a look at the cams and as we expected there was a ford stamp on them. Could they possibly be reprofiled cams by dunnell?

Presuming it was a 105ps 1.8 standard engine running 45s what sort of bhp would you think it would be running? Is there much work involved in sticking a 2.0 zetec engine in and sticking all the webers and everything onto that?

Thanks in advance
