technically not,
if the turbo stalled it would break, cos the inlet and exhaust side would spin at different speeds but 1 shaft cant do that. the exhaust gas still pushes it round the right way, the noise is the compressed inlet air being forced out through the compressor blades and it sounds cut-up.
its like wistleing trough a fan, the fan doesnt stall, does it?
