TBH, it's taken many years to eradicate many dogs catching Distemper and to a lesser extent Parvo, solely by more responsible owners having their dogs vaccinated. If people take the attitude that boosters are a waste of time, Distemper and Parvo could be endemic again.

Dogs who haven't been vaccinated can become carriers, even though they might not actually have the diseases themselves, is that fair?
