Its been broken yeah?

They have yanked on the steering wheel, breaking the little lever in the cast lock on the column, but obvioulsy it was a little loose to, thats why its swiveled round the outer shaft......

the sheer bolt is usually underneath IIRC, (so on yours will probably be at 9 oclock) and needs drilling out, new cast bit for the column job done.... You may be able to bang it off as it appears to be kinda loose??
