Basically, HDTV is not a new platform for transmitting new programmes, it is a new platform for transmitting better picture and audio to your TV - to simplify, it's like analog vs digital, AM radio VS FM radio, phono cables vs optical cable, cassette vs CD. All it does is allow more info and more data to be streamed via one tansmission than before.
It boosts the frequencies used and the ammount of lines used in the pictures to greater levels, so you need a HD-Ready TV to allow you to recieve and process this extra info properly. Kind of like how progressive scan DVD players are better than your normal SCART equipped DVD players.
AFAIK tho it is only Sky that will be primarily using the HDTV technology at first, as the major terrestrial channels have already been kicked in the nuts with freeview, which required people to go out and buy new TV's or set top boxes in order to recieve the DTT tv channels. If they all went 100% HD then everyone would have to go out and get new TV's again which is unlikely to happen!
