the law certainly applies to any "public place" even if its only accessable on foot.

I tried to argue it wasnt a road, they said it was a "public place" and that road laws therefore applied.
I argued that as the carpark was shut off by police at the time it wasnt a public place, they said that accesable on foot still counted and it was only cars they were stopping coming in.
But the M6 is ONLY for paying users and not the public isnt it?
so that seems different.
