Is there a possibility the folder you have downloaded contains all the files from a CD image? Like someone has stuck in the Publisher CD and copied an image of it to the HDD and you have downloaded it?

Try burning all the files to a CDR and then sticking the CDR in - it should go into AUTORUN and let you install.....
