I'm offshore at the moment so i can't have a look justnow but it sounds like the problem is elsewhere if it's not recieving the correct voltage, as something is obviously telling it to do that, but my best guess is a temp sensor or something along those lines. Sorry for the vague response, i'll have a look for you when i get back in the middle of the week if you don't get it sorted by then.
