When I built a kitcar, the local cops had to come and inspect it, then I was allowed to keep the reg number for the Cortina and the log book came back as an Eagle RV.

Nowadays, you have to go through the SVA test and maybe when you modify a car into a one-off the description can be changed, but I don't think they will allow you to change it to another "real" model.
