at 21 you can do direct access and jump on any sized bike

if you are 17 and do your test you are restricted to 125cc or 33bhp for 2 years then the restriction is lifted

you can restrict large capacity machines to 33bhp(ive got a 650 and mine can be restricted) but they generally dont like to run like that as they are strangled by the restriction kits
