rotterdam will be cheaper to live than amsterdam, and probably on the whole a bit cheaper than your area of England.

Holland is a fantastic country, with lovely people. Even if you don't speak a word of dutch you will be alright as virtually everyone can speak brilliant english. they even get english tv.
