Geocities.com will get you on line in 10 minutes or less if you know how.
Can edit in Front page which is on your computer. Created my frames in Dreamweaver but always use Frontpage to edit. Its very simple even at my age. Lots of HTML sites to help with code if you want to use lots of fancy things, but best kept simple. My site has had 73000 hits so far so cant be too bad.
