Are you thinking about the property revaluation for Council Tax?
That has been on the cards for years but been put off because it would harm re-election chances if even bigger bills start arriving ahead of an election.
When they brought the council tax in, why not base it on the price paid for your house. If you stay put and improve your home it doesn't put the tax bill up, but keeps the double glazing boys etc busy.
If you decide to up sticks and move, you pay tax on whatever your new house costs and the guy buying your old one pays his tax on the price he just paid for your home.
Could take some heat out of the property market while encouraging improvements in housing stock, and stop folks feeling they are penalised for doing so.
In reality, the Councils keep wasting so much cash on hare-brained schemes, they'll just crank up the % of your house that they want!
