can too much oil pressure in the turbo feed pipe cause the turbo to smoke?

as mine smokes at idle but not on boost and after about 30 seconsd of coming to a stop. its a nigh on new T3 turbo on an 1800 zetec

everyone is telling me turbo but i dont wanna pay out hundreds until ive exhausted all avenues
