Yes, i'ts the fuel pump.
Andy Rouse preferred not to use electric fuel pumps, so he fitted the mechanical unit shown, driven off the inlet cam pulley by a toothed belt (looks like a miniture cam belt LOL):
I think your find it does have elctrical pumps as well, a few of them. Can't actually remember the reason for the mechanical pump (fail safe?) but I am sure Martin will fill us in!
