Have you put the chip in the correct way round,?
besides putting in the chip and 803's, and actuator, and map sensor, have you touched anything else,
if the cam timing, and dizzy for phase timing is correct , check TDC sensor air gap approx 0.4mm to 0.6mm
also check the phase sensor gap in the dizzy 0.2 to 0.3mm..
also the firing order of plug leads, when you check for a spark is it
consistent,
