Its the other way around.

The actuator is set to a base pressure ie 7 psi.

The amal valve then bleeds of a certain amount to the airbox. By doing this the amal valve prevents the actuator from seeing all boost and therefor making it possible to run higher boost than whats set on the actuator.

If the amal valve hide away 11 psi from the actuator the total boost will be the 7psi base pressure set at the acuator + the 11 psi, totaling a boost of 18 psi.
