I'd say it sounds like a problem with IE, to be honest......try downloading another browser (assuming your connection is quick enough to download it in those 8 minutes (non-Java version of Opera is only about 3Mb (
link)), see if it does the same with that.
Otherwise, try updating IE to the latest version, from
here.
